Abstract: We analyze the economic consequences of strategic delegation of the right to decide between public or private provision of governmental service and/or the authority to negotiate and renegotiate with the chosen service provider. Our model encompass both bureaucratic delegation from a government to a privatization agency and electoral delegation from voters to a government. We identify two powerfull effects of delegation when contracts are incomplete: The incentive effect increases the incentive part of service providers’ remuneration and we show that strategic delegation may substitute formal incentive contracts. The bargaining effect improves the bargaining position vis a vis a private firm with market power and leads to a lower price for the service. Abstract: Program management includes a multitude of decisions on numerous parameters: course content, modes of delivery, management of professional and academic standards, admission, grading, finance, and marketing. At the same time, program management is seen as an organisational response to demands from multiple stakeholders with conflicting interests. How does the process assure salient stakeholders influence on program management decisions? Five groups of stakeholders are considered: Faculty/academics, students, industry/employers, the Institution (senior management), and society at large. Different HEIs have chosen different solutions to program management. In this paper we (1) sketch a conceptual framework for an analysis of HE program management and (2) describe the framework for study program management at Copenhagen Business School (CBS) in Denmark, reflecting on the benefits and shortcomings of this particular organisational model. The discussion serves as a point of departure for developing a holistic model that both addresses multiple tasks and legitimate stakeholder interests. The Importance of Critical Mass and the Consequences of Scarcity for Television MarketsBerg, Christian Edelvold (Frederiksberg, 2013)[More information][Less information]
Abstract: This thesis “As a matter of size” demonstrates that size does indeed matter. Television markets have common characteristics across small and large markets, but the implications of these characteristics are varied due to the difference in size of economy and population. The influence of variable size is a consequence of the economic conditions of scarcity (limited resources) and thus the relative critical mass of the media market. Thus, the influence of size is an expression of the television market's inability to operate on normal market terms for provisioning particular types of services. Larger markets (measured by economy and population) have a higher potential of securing such content commercially. But all markets suffer from challenges in securing provisioning of original domestic content. Market intervention and public subsidy play an important role when it comes to securing domestic production. Political intervention can to some extent counteract the effects of the common characteristics, by changing market conditions through political regulation or subsidisation. The thesis shows that the European television markets mainly operate under conditions of oligopoly, usually in the form of different types of duopolies. The effect of size on market concentration is not as unambiguous as estimated in the literature, as the scope and extent of market intervention influence this quite intensely. Moreover, the study shows that television markets are dominated by relatively few, usually local, media companies and the multinational companies in most markets currently do not pose a real danger - but there are signs of a development which requires further research. Public service companies remain relatively strong in the markets studied, and continue to play an important role as a counterweight to national and international commercial competitors. Different markets require different policies that take into account the conditions in that specific market, in order to achieve a certain desirable merited effect. The thesis supports the view that a "one size fits all" policy across several markets when it comes to media regulation, risks not yielding the warranted results. Markets with different conditions, exposed to the same type of regulation, might have overall positive effects, but could also easily have a very negative impact if the conditions in a particular market do not fit with the intent of the policy. It is therefore far from certain that a "one size fits all" regulation will have the intended uniform effect on the affected market across several markets. This is especially true for markets that are challenged by having both a small population and a small economy. In a sense it is a paradox that the interest at European level in fair competition and equal opportunity for success can lead to different conditions of competition in a domestic market, as players may be subject to various conditions (in a way it can also be regarded as a consequence of domestic policy interventions), where the domestic players can face a strong international player, and as a result of the internal market and the Audiovisual Media Services directive, can achieve a competitive advantage, for example in relation to choosing the most lenient advertising rules. The analytical work of the thesis can substantiate claims that size has a significant effect and that there are concrete policy implications depending on size of economy and population, due to scarcity of resources in the individual market. Abstract: In this paper, and even more in presentation, I will be going out rather far out on the limb of my training in industrial relations. Such is, perhaps, the intent of the collaborative process envisioned by Lonergan, no less than the theme of this conference. It will be evident from my referencing specializations far from my field, along with the shaky tone of voice, that the limb is beginning to bend and, perhaps, may be about to give way. If the participants could offer a turning word that will aid this investigation, I would be grateful. This paper takes the form of an extended essay. We begin with a very simple and specific policy proposal for the current U.S. economic crisis, which I offer from my studies in industrial relations. Thereafter, as the section headings suggest, we will venture far afield. The distance travelled is necessary due to the topic, the nations, and the cultures involved. My aim is, first, to shed light upon one particular set of decisions taken in Japan, in the immediate aftermath of the Pacific War, and how these effected industrial relations developments thereafter. Second, and on a different level of analysis, I will present evidence that singular collaboration took place in Japanese history, at a specific point in time, that certainly appears to anticipate the notion of cosmopolis as Lonergan describes this utopian scheme. Abstract: All of the three major theories of the firm, i.e., the transaction cost theory, knowledge-based theory and the entrepreneurship theory, offer some insightful analyses of the nature of the firm. However, they all have limitations and weaknesses in answering the fundamental question of the existence of the firm. In addition, they are all partial due to their particular focus on the multifaceted phenomenon of the firm. We argue that it is necessary and sufficient to develop a comprehensive yet integrative theory of the firm that combines the three competing yet complementary logics. Toward this end, we propose an aspirational community theory of the firm (ACT) as a candidate theory by conceptualizing the firm as an aspirational community, the core of which is a group of like-minded people sharing similar or same aspiration/vision. To explain the existence of the firm, we make a distinction between contractual labor and aspirational labor, the former being defined as services provided by a laborer in fulfillment of a contract while the latter as services provided by a laborer in pursuit of an aspiration; and argue that firms exist because while the market may be effective and efficient for allocating contractual labor it is less effective and efficient than the firms for allocating aspirational labor. Abstract: We report a local or regional undergraduate examination form – the synopsis-based oral examination (S-BOE), as it is deployed in both large and small international management education programs at a Scandinavian business school. The S-BOE format is designed to assess student cognitive achievement in light of specified learning objectives through a focused presentation and dialogue involving an examiner and qualified censor, the latter being formally present to ensure process fairness for both examiner and student. It affords the examiner and censor the opportunity to explore student cognitive skills over the known range: unistructural > multistructural > relational > extended abstract (Biggs, J. 1999). Individuals as well as student project groups may be assessed using this approach. Administrative costs do not significantly exceed that of other course assessment formats: written reports or in-class group examinations. There are also interesting learning efficiencies; practitioner experience, reflection, and dialogue with students suggest that all students experience this examination format as a learning experience in itself, over a range of course-related knowledge issues and interpersonal skilling. Exemplary students manifest “dramatic knowledge” in those instances when they creatively display a comprehensive, reflective, and reflexive understanding of course material in presentation and subsequent intersubjective dialogue. The authors discuss important features of this undergraduate examination format that remain largely overlooked and under-appreciated in terms that regionally and locally contextualize international accreditation standards and process. At a time when economic, efficiency, and standardization concerns increasingly pressure educational institutions to adopt testing methods that are psychologically “distant” in respect to the instructor-student relationship, the synopsis-based oral examination is an interesting alternative suitable for small as well as large academic programs. Abstract: The pre-insulated pipe cartel was established 1990 in Denmark, was extended to Italy and Germany during 1991 and re-organised in 1994 to cover the entire common market. Cartel members engaged in market sharing, price setting, bid rigging, coordinated predation and delaying of innovation. The European Commission fined the cartel in 1998. In 2005 four Danish municipalities successfully sued three cartel members and received large damage payments. The paper reviews the EU case, explains the economics of cartels, describes different approaches to determining damages and shows how this was done in practice. Abstract: Group work has been adopted as an important tool to support collaborative work in order to enhance learning processes. There is a wealth of literature related to group performance and the impact of group composition on group and individual performance. However, very few studies address the issue on how to automatically form groups. This article proposes a methodology that could be used by professors to form groups automatically taking into account different criteria as well as the students’ profile. Abstract: In this paper, we re-examine the role of economic self-interest in shaping people’s attitudes towards immigration, using data from the European Social Survey 2002/2003. Compared to the existing literature, there are two main contributions of the present paper. First, we develop a more powerful test of the hypothesis that a positive relationship between education and attitudes towards immigration reflects economic self-interest in the labour market. Second, we develop an alternative and more direct test of whether economic self-interest matters for people’s attitudes towards immigration. We find that while the "original" relationship between education and attitudes found in the literature is unlikely to reflect economic self-interest, there is considerable evidence of economic self-interest when using the more direct test. Abstract: The going-concern context has been the subject of much research and discussion for many years at both academic and professional levels. The International Standard on Auditing (ISA) 570 stipulates that the auditor should consider the appropriateness of managements’ use of the goingconcern assumption and to evaluate whether there are material uncertainties with respect to entity’s ability to continue as a going concern. Regardless of what is stated in the financial statement, the auditor should comment on going-concern uncertainty in the audit report if there is a doubt about firm’s ability to continue as a going concern. There is strong evidence that the auditor’s going-concern decision is a complex task with extensive consequences. The primary purpose of this thesis is to empirically provide significant basis to get better understanding of the challenging nature of the auditor’s going-concern reporting. Abstract: The business case for advancing more women into leadership is clear for companies globally. Whilst this is an issue of equality, it’s also about accessing markets, productivity and economic opportunity. ANZ has made good progress: three women sit on our Management Board; 38% of all management roles and 24% of our most senior executive positions are held by women; and females lead key global businesses and countries in our super regional growth strategy. However, further gains are now hard won and largely incremental. Looking at the results of EOWA’s 2012 Australian Census of Women in Leadership, it seems we are not alone. Given the high proportion of Australian women with a tertiary education - and indeed placed within junior and middle management ranks - the Census results demonstrate the pace of progression is far too slow. Extensive local and international research tells us there is no ‘silver bullet’. In fact, I believe as CEOs and business leaders our approach must now focus on gender balancing our businesses with a fine tooth comb. We need to go beyond high level targets, discrete programs and initiatives and engage women and men in this major opportunity. For example, at ANZ we are working to ensure women have access to a breadth of critical experiences and development opportunities throughout their careers to position them well for senior executive roles into the future. We have set targets for at least 40% female representation amongst participants in our key recruitment, talent and development programs, in addition to our medium term goal to achieve at least 40% representation of women in management overall. More broadly, senior women consistently cite an inclusive and supportive line manager as a defining factor in their progression. It follows that if we want more women in our senior ranks, constructive, inclusive and supportive leaders should become the norm in Australian business rather than the exception. Flexible work options assist in helping people balance their caring responsibilities and other commitments. But there’s more we can do to role model and promote flexibility, especially as such practices also build a more agile, productive and capable workforce. I recommend this report to all business leaders and urge all executives and directors to accept accountability for ensuring the next Census delivers better results. Abstract: Several writers link entrepreneurship to asset ownership, trying to incorporate the theory of entrepreneurship into the theory of the firm. The critical link, we argue, is capital heterogeneity. Transaction cost, property rights, and resourcebased approaches to the firm assume that assets, both tangible and intangible, are heterogeneous; arranging these assets to minimize contractual hazards, to provide efficient investment incentives, or to exploit competitive advantage is conceived as the prime task of economic organization. None of these approaches, however, is based on a systematic theory of capital heterogeneity. In this paper we outline the approach to capital developed by the Austrian school of economics and integrate it into an entrepreneurial theory of the firm. We refine Austrian capital theory by defining capital heterogeneity in terms of subjectively perceived attributes, that is, the functions, characteristics, and uses of capital assets. Such attributes are not given, but have to be discovered by means of entrepreneurial action. Thinking of entrepreneurship as the organization of heterogeneous capital provides new insights into the emergence, boundaries, and internal organization of the firm, and it suggests testable implications about how and where entrepreneurship is manifested.
