Abstract: Forbrugerrådet og Konkurrence- og Forbrugerstyrelsen har bedt CEBR om at udarbejde studie af den eksisterende1 litteratur om sammenhængen mellem forbruger- og konkurrencepolitik og produktivitet, vækst og velfærd. Målet har været at lave en empirisk og policy-orienteret oversigt, der har leverandørskift og gennemsigtighed som de overordnede indgangsvinkler, selvom også de traditionelle typer forbrugerbeskyttelse (fx fortrydelsesret og klagesystem) som påvirker forbrugerens adfærd i købsøjeblikket behandles. Litteraturgennemgangen kortlægger de kanaler, hvormed forbrugerne påvirker økonomiens performance; identificerer de mest oplagte virkemidler for konkurrence- og forbrugerpolitik; og giver eksempler på forbrugernes rolle i forhold til økonomisk performance. Aktive og kompetente forbrugere er en forudsætning for at få konkurrencen på et marked til at fungere, så varerne bliver billigere og/eller bedre. Hvis forbrugerne ikke reagerer på pris eller kvalitet, er der ikke megen grund til, at leverandørerne skal lægge sig i selen for at levere varer med et rimeligt forhold mellem kvalitet og pris. Abstract: The pre-insulated pipe cartel was established 1990 in Denmark, was extended to Italy and Germany during 1991 and re-organised in 1994 to cover the entire common market. Cartel members engaged in market sharing, price setting, bid rigging, coordinated predation and delaying of innovation. The European Commission fined the cartel in 1998. In 2005 four Danish municipalities successfully sued three cartel members and received large damage payments. The paper reviews the EU case, explains the economics of cartels, describes different approaches to determining damages and shows how this was done in practice. Abstract: Abstract: Price correlations are used to delineate the geographic market in two recent Danish electricity cases. They indicate that power generators hold temporally transitory and irregularly intermittent dominant positions. Calculation of the Lerner index reveals that they abused this position. The Danish Competition Authority decided to settle this case by agreement for reasons explained. We finally indicate how economics may be used pro-actively to achieve a better market design. Abstract: We briefly review the rationale behind technological alliances and provide a snapshot of their role in global competition, especially insofar as it is based around intellectual capital. They nicely illustrate the increased importance of horizontal agreements and thus establish the relevance of the topic. We move on to discuss the organisation of industries in a dynamic context and draw out consequences for competition policy. We conclude with an outlook on the underlying tensions between technology alliances, competition policy, and industrial policy. Abstract: We study the rationale for the use of exclusivity to protect transfer of technology in subcontracting agreements. The legal possibility arises through the EU Notice on Subcontracting. Empirically, the link between exclusive agreements and technology transfer among firms in the automotive supply industry in EU candidate countries is surprisingly weak, although with exclusive-supply or exclusive-buying clauses in subcontracting agreements upstream transfer of technology is more likely. Exclusive agreements are often reciprocal, and are typically passed on. Downstream firms are more likely to face and use vertical restraints. Abstract: Based on diverse research methods, we trace and map industrial economics research in Denmark, Norway and Sweden in the periode of 1880 to 1908. After describing this research in terms of key contributors, we argue that industrial economics developed rather unevenly in the Scandinavian countries. Danish research was mainly theoretical and strongly oriented towards the international context, whereas Norwegian research was largely industry analysis with a strong leaning towards managerial economics. Abstract: In the economics literature, various views on the likely (efficiency) effects of information exchange, communication between firms and market transparency present themselves. Often these views on information flows are highly conflicting. On the one hand, it is argued that increased information dissemination improves firm planning to the benefit of society (including customers) and/or allows potential customers to make the right decisions given their preferences. On the other hand, the literature also suggests that increased information dissemination can have significant coordinating or collusive potential to the benefit of firms but at the expense of society at large (mainly, potential customers). In this chapter, we try to make sense of these views, with the aim of presenting some simple lessons for antitrust practice. Abstract: Delineation of the relevant market forms a pivotal part of most antitrust cases. The standard approach is sequential. First the product market is delineated, then the geographical market is defined. Demand and supply substitution in both the product dimension and the geographical dimension will normally be stronger than substitution in either dimension. By ignoring this one might decide first to define products narrowly and then to define the geographical extent narrowly ignoring the possibility of a diagonal substitution. These reflections are important in the empirical delineation of product and geographical markets. Using a unique data set for prices of Norwegian and Scottish salmon, we propose a methodology for simultaneous market delineation and we demonstrate that compared to a sequential approach conclusions will be reversed.
