Abstract: I velfærdsstaten kommunikeres borgerne i roller, som har betydning for deres indoptagelse. Der er hægtet forventninger til rollerne, og borgerne må leve op til bestemte normer og værdier. Nogle brugergrupper forventes aktivt deltagende andre mere afventende. Ofte vil der være vidt forskellige rolleforventninger rettet mod de samme borgere. I nærværende artikel stilles skarpt på de forventninger, der møder de ældre, når de træder ind i velfærdsstaten. Det vises, at to situationer er helt afgørende. Dels er der "det forebyggende hjemmebesøg", som er de ældres første møde med ældreområdet, dels visitationen, hvor der besluttes om de ældres behov. Artiklen diskuterer modsætninger i de to situationers krav til de ældre. På den ene side forstås de ældre som aktive og ansvarliggjorte dialogparter, på den anden side som passive aftagere udsat for benhård behovsvurdering. Abstract: Over the past few years, the tourist industry has come to be recognised as a way of providing strategic support for sustainable local business development. In this article we attempt to define an appropriate innovation concept in relation to tourism on the basis of an attractor principle. We then discuss the concept of entrepreneurship in connection with tourism, looking at its significance in its relationship with local business development, thereby positing the premise of social entrepreneurship. This frame of reference is used in five cases in the analysis. The analysis shows that it is possible to innovate and draw up plans for new attractors but that it is considerably more difficult to convert these plans into reality through social entrepreneurship. The conclusion is that we need to focus upon organisation of semi-public tourist organisations, if we want tourism to promote local business development. Abstract: The paper critically reviews the intentional model of power in organizational management from seven different perspectives. It summarizes some of the most debated issues within political science over the recent decades in relation to an intentional understanding of the concept of power. We claim that these issues are also relevant within organizational management and strategy studies, and we point, in particular, to two contemporary research areas, in which the intentional concept of power seems inadequate to further push the research agenda. Abstract: Det er en gennemgående tese i denne undersøgelse af interne evalueringer, at en af de vigtigste kendetegn ved den New Public Management -dominerede udvikling af den offentlige sektors reguleringspolitik, som Danmark såvel som en række andre OECD lande har gennemlevet, er en omfattende brug af alle mulige former for evalueringer og tilsvarende vurderings- og kontrolsystemer til styring og regulering af offentlige institutioner og aktiviteter. Den overordnede samfundsmæssige baggrund for denne udvikling består af en sammenkædning af grundlæggende ændringer i forholdet mellem videnskab og samfund, udvikling af mere og mere komplekse reguleringssystemer og måske vigtigst, hastige ændringer i samfundenes værdigrundlag (individualisering, se Beck 1999) – alt sammenholdt med voksende økonomiske problemer for den offentlige sektor i en globaliseret økonomi. Et af de mest karakteristiske træk ved NPM i forhold til tidligere politiske strategier for udvikling af den offentlige sektor er den meget omfattende og i nogle sammen¬hænge systemati¬ske anvendelse af evalueringsmetoder, af refleksive kontrol og reguleringssystemer, det som Power (1997) sammenfattende betegner som ’the audit society’. Overgangen fra styring af offentlige institutioner og organisa¬tioner via generelle politiske målsætninger og økonomisk rammestyring til en moderniseringsproces, hvor udviklingen er styret af et quasi-marked i form af brugerefterspørgsel og resultaterne skal dokumen¬teres i form af produktbeskrivelser, kon¬trakter (con¬tract management) og opfyldelse af kvalitetsmål, har krævet ibrugtagning af en række metoder og teknikker til organisationsudvikling og styring af produkterne kvalitet, som tidligere kun yderst sjældent har været anvendt af offentlige institutioner og organisationer. Mens NPM strategien med privatisering og deregulering viste sig at have begrænset rækkevidde, så efterlod den en omfattende brug af evalueringer og dermed en arv, som i første omgang blot fremtrådte som et teknisk hjælperedskab i udvikling og omlægning af offentlige institutioner, den systematiske brug af evalueringer som kontrol og styringsredskab. Efter en periode viste det sig imidlertid at blive til noget, der er mere end et teknisk hjælpemiddel. Evalueringer er kommet for at blive og har i denne proces fået en langt mere og mere selvstændig rolle og funktion – de er ikke længere blot et redskab til justering og feedback – men fremstår mere og mere som den nye centrale metode for organisationsudvikling i store såvel som små offentlige organisationer. Abstract: The inspiration for this project came from a practical and a theoretical interest in how strategies are anchored in organisations. In 2005 a colleague and I published a book about strategic leadership communication (Bordum and Holm Hansen 2005). It was an inquiry into how the power of strategic statements, such as vision, mission and values, are rooted in the underlying forces of communication and actions among the stakeholders of organisations. It demonstrated that the drivers of successful leadership are based on persuasive communication and action. This project takes this line of thought further through a conceptual and empirical inquiry. It is motivated by an interest in basic knowledge about corporate branding as an integrative phenomenon. Corporate branding is often understood as a strategic activity that creates attention and value for a company. The strategic and managerial approaches are generally dominant in theory and practice, where they suggest various prescriptions for success with a corporate branding project. Such approaches often build on assumptions about control where certain consecutive steps automatically lead to a powerful brand. While there are many possible approaches to corporate branding, it seems that the question of integration is a salient issue that characterises the phenomenon in different ways. For instance, corporate branding is said to integrate various academic disciplines, provide an integrated profile of a company, integrate internal and external stakeholders, etc. The particular focus here is encouraged by questions and reflections about how corporate branding as an integrative activity can be analysed and understood through a pragmatic theory of communication. Abstract: Det kommunale landkort gennemløber netop i denne tid en markant forandring. Strukturreformen initierer en omvæltning af den offentlige sektor ikke set siden kommunalreformen i 1970’erne. Nye tider er på vej. Nye grænser trækkes – være det sig geografiske, opgaverelaterede, stillingskategoriske, organisatoriske- og styringsmæssige. Dette working-paper er et bidrag i diskussionen om strukturreformen og den generelle moderniseringsproces i den offentlige sektor. Det griber fat i en kommunal enhed, der allerede har gennemløbet en del af de omvæltninger, som landets øvrige kommuner pt. står overfor, nemlig Bornholms regionskommune. I paperet foretages en uvildig undersøgelse af regionskommunens nye styreform og administrative organisering, der er igangsat i kølvandet på kommunensammenlægningen i 2003. Working-paperet er desuden publiceret som en rapport i BUPL-regi (Januar 2005). Rapporten/working-paperet er således skabt på initiativ af BUPL (Forbundet for pædagoger og klubfolk), særligt BUPL-Bornholm. En tak skal derfor lyde til BUPL (Lars Feldt, Ulla Kjærgaard og Leif Kjærgaard) for finansiering af projektet og for information omkring aktuelle problematikker og udfordringer i og omkring Bornholms regionskommune. Vi takker desuden de interviewede fra regionskommunen for at have givet os en indsigt i facts, problemskitseringer og scenarieopstillinger – og på den måde bidraget til at give analysen kraft. Forud for rapporten er foretaget et pilotprojekt, der fungerer som inspirationskilde og vidensgrundlag for nærværende rapport/working-paper. Der skal derfor lyde en stor tak til de deltagende studerende for et grundigt analytisk og indsigtsfuldt arbejde. Abstract: The internal scientific evaluation of knowledge claims done by peer review is todayhas for the last 20 years been supplemented by new methods of knowledge assessment. These methods are usually taken from other sectors such as the public administration and the corporate sector. Because of their different backgrounds compared to the peer review method, it is necessary to critically examine them in relation to assessment of quality. But this also calls for a new understanding of science and knowledge. The article starts by briefly explaining this new understanding, before going into more details on the new methods of knowledge assessment and the perspectives behind them. Abstract: The concept of knowledge management has, indeed, become a buzzword that every single organization is expected to practice and live by. Knowledge management is about managing the organization’s knowledge for the common good of the organization – but practicing knowledge management is not as simple as that. This article focuses on knowledge sharing as the process seeking to reduce the resources spent on reinventing the wheel. The article introduces the concept of time sensitiveness; i.e. that knowledge is either urgently needed, or not that urgently needed. Furthermore, knowledge sharing is considered as either a push or pull system. Four strategies for sharing knowledge – help, post-it, manuals and meeting, and advice are introduced. Each strategy requires different channels for sharing knowledge. An empirical analysis in a production facility highlights how the strategies can be practiced. Do the Codes of Conduct and Ethics reflect Reality in Management Consulting?Maula, Marjatta; Poulfelt, Flemming (København, 2000)[More information][Less information]
Abstract: The management consulting firms’ competence and capacity to provide high quality services and thereby create, transfer and develop managerial knowledge have an important role for the client firms and the society. The international management consulting associations have formulated Codes of Conduct and Codes of Ethics that aim to regulate and provide guidelines for the management consulting firms’ activities. This paper investigates whether there is a fit between the Codes and (a) the current modes of management consulting, and (b) the needs of the consulting firms to learn and develop continually their knowledge base and competencies. The analysis indicates that the majority of the Codes tend to support one-directional, i.e., ‘directive’, ‘content-based’, and ‘transplantation-based’ type of consulting. In the cases where the Codes recommend interaction, they could emphasize two-directionality and mutual interaction between the consultant and the client more clearly and explicitly, in the spirit of ‘nondirective’, ‘process-based’, and ‘translation-based’ consulting models. As to the development of the consulting firms’ knowledge and competencies, the analysis reveals that the Codes emphasize necessary qualifications and the quality of advice. With two exceptions the Codes do not directly and explicitly indicate the dynamic aspect, i.e., that the consulting firms should develop their skills and knowledge continually. Also, there is variation concerning the methods to develop competencies. Therefore, there are several unutilized opportunities to develop the Codes to meet better the needs of the knowledge society. Abstract: Denne afhandling tilbyder et diagram over eksistensformen for en gruppe højt profilerede management konsulenter. Den tilbyder et diagram over et moderne selvforhold. Den tilbyder en fortegnelse over, hvordan en gruppe højt profilerede management konsulenter griber de kriterier, de bliver udsat for i sit deres liv og den eksistensmåde, der hermed muliggøres. Med dette ønsker jeg at bidrage til de eksisterende work-life balance teorier. Min vej ind i teorierne er nemlig, at logikken i mit empiriske materiale forekommer så forskelligt fra de traditionelle work-life balance teorier, at disse ikke lader sig forene. Jeg foretager derfor en analyse af den eksisterende litteratur, og rejser i den forbindelse en grundlæggende kritik af work-life balance teorierne, for at operere med falske problemstillinger på en måde, så svaret allerede indgår i de spørgsmål, der stilles... Abstract: Why do we focus on the internal arrangements of the contractual process from a leadership perspective? Through empirical research where we have asked questions about the internal organizational arrangements, what kind of knowledge the organization need, and how institutional arrangements affect the contract process, we have tried to answer the main research question. We have also carried with us a question of if the organization's attachment to the public or private sector affects the arrangements. I have conducted a comparative case study where data has been generated from two public sector organizations, The National Road Administration, Helsebygg Midt-Norge, one private sector organization, Siemens, and one hybrid organization, NTE. Data was primarily generated from the governance system of the different organizations, and informant interviews. The analysis was carried out by two steps; first an empirical analysis, then a theoretical analysis, based on contractual theory, of the empirical findings. The empirical analysis shows that the organizations share the same thoughts on how to organize the contractual work; the division between the line and the project organization, the distribution of decision-making authority, and the institutionalization of a specific governance system. The organizational processes are formalized, and the governance system gives the clear recommendation on desired actions. The empirical data gives a clear understanding that the contract process is dominated by one profession — the engineers. Regarding the question on knowledge, I found the organizations to be interested foremost on problem solving competencies (engineering competencies). Other competencies, for example economic or legal competencies, where viewed as support competencies. We also found that personal skills in handling the complex and difficult processes and attitude toward ethics seemed to be of importance. On the question on how institutional elements in the organizational environment affected the contract process, we found that the overall interest of the organizations was stability and predictability. We also found that the market mechanisms cause the organizations some worry. In the end, the empirical findings did not give us any strong reasons to differentiate between public sector organizations and private sector organizations in how to deal with contractual work processes. The theoretical analysis has been carried out within classical and relational contract theory. The analysis shows that the empirical findings, to a great extend, can be explained through classical contract theory. It also gives us some ideas on what areas of the theory, especially relational contract theory that should be improved. Regarding the main research question, the conclusions indicate a need to establish a comprehensive approach to the contract process, to ensure a good balance between different partial processes. There also seem to be necessary to work on improvements on contract theory to increase the applicability of the theory, especially the relational contract theory.
