Abstract: The present literature review is prepared as a part of the SUCCESS1 project; a pilot project launched by the EIT with the purpose of benchmarking past and ongoing collaborations in the knowledge triangle of research, education and innovation in the European Union. The empirical focus is the field of climate and energy research. This field is in specific need of more efficient collaborative models that can facilitate knowledge sharing and thereby ease the development of new sustainable energy technologies. Still, the present literature review draws on research done on collaboration in various fields; collaborating on innovation, research or educational aims is imperative to many actors struggling to keep pace in a complex, uncertain and dynamic environment. Thus vital empirical experiences and essential theoretical knowledge about the organizational and managerial dimensions of collaboration may be found in various fields of research, inside as well as outside the field of climate and energy research. Abstract: The present report is drafted for the SUCCESS1 project; a pilot project launched by the EIT with the purpose of benchmarking past and ongoing collaborations in the knowledge triangle of research, education and innovation in the European Union. The empirical focus is the field of climate and energy research. This field is in specific need of more efficient collaborative models that can facilitate knowledge sharing and thereby ease the development of new sustainable energy technologies. By analysing existing projects and processes in this field, we are able to derive new and improved models of governance structures for integrated partnerships in order to improve the innovation processes. The final goal is to work towards recommendations on the process of strengthening relations within the Knowledge Triangle of education, innovation and research in the European Union. With this report, we aim at providing a solid ground for establishing and analyzing best practice collaboration in the field of climate and energy research. Redskab til kontrol eller udvikling af offentlige organisationer?Hansson, Finn (København, 2005)[More information][Less information]
Abstract: Det er en gennemgående tese i denne undersøgelse af interne evalueringer, at en af de vigtigste kendetegn ved den New Public Management -dominerede udvikling af den offentlige sektors reguleringspolitik, som Danmark såvel som en række andre OECD lande har gennemlevet, er en omfattende brug af alle mulige former for evalueringer og tilsvarende vurderings- og kontrolsystemer til styring og regulering af offentlige institutioner og aktiviteter. Den overordnede samfundsmæssige baggrund for denne udvikling består af en sammenkædning af grundlæggende ændringer i forholdet mellem videnskab og samfund, udvikling af mere og mere komplekse reguleringssystemer og måske vigtigst, hastige ændringer i samfundenes værdigrundlag (individualisering, se Beck 1999) – alt sammenholdt med voksende økonomiske problemer for den offentlige sektor i en globaliseret økonomi. Et af de mest karakteristiske træk ved NPM i forhold til tidligere politiske strategier for udvikling af den offentlige sektor er den meget omfattende og i nogle sammen¬hænge systemati¬ske anvendelse af evalueringsmetoder, af refleksive kontrol og reguleringssystemer, det som Power (1997) sammenfattende betegner som ’the audit society’. Overgangen fra styring af offentlige institutioner og organisa¬tioner via generelle politiske målsætninger og økonomisk rammestyring til en moderniseringsproces, hvor udviklingen er styret af et quasi-marked i form af brugerefterspørgsel og resultaterne skal dokumen¬teres i form af produktbeskrivelser, kon¬trakter (con¬tract management) og opfyldelse af kvalitetsmål, har krævet ibrugtagning af en række metoder og teknikker til organisationsudvikling og styring af produkterne kvalitet, som tidligere kun yderst sjældent har været anvendt af offentlige institutioner og organisationer. Mens NPM strategien med privatisering og deregulering viste sig at have begrænset rækkevidde, så efterlod den en omfattende brug af evalueringer og dermed en arv, som i første omgang blot fremtrådte som et teknisk hjælperedskab i udvikling og omlægning af offentlige institutioner, den systematiske brug af evalueringer som kontrol og styringsredskab. Efter en periode viste det sig imidlertid at blive til noget, der er mere end et teknisk hjælpemiddel. Evalueringer er kommet for at blive og har i denne proces fået en langt mere og mere selvstændig rolle og funktion – de er ikke længere blot et redskab til justering og feedback – men fremstår mere og mere som den nye centrale metode for organisationsudvikling i store såvel som små offentlige organisationer. Abstract: The internal scientific evaluation of knowledge claims done by peer review is todayhas for the last 20 years been supplemented by new methods of knowledge assessment. These methods are usually taken from other sectors such as the public administration and the corporate sector. Because of their different backgrounds compared to the peer review method, it is necessary to critically examine them in relation to assessment of quality. But this also calls for a new understanding of science and knowledge. The article starts by briefly explaining this new understanding, before going into more details on the new methods of knowledge assessment and the perspectives behind them. Abstract: Det er vanskeligt i dagens samfund ikke at betragte udtrykket ”den uhyre vareophobning” som Marx i Kapitalens første kapitel (1970 1.1: 128/49)i bruger som det mest sigende udtryk for den samfundsmæssige rigdom, som en endog meget beskeden forudsigelse af en eksplosiv udvikling, som vi ser her fuldt udfoldet godt 150 år senere. Kapitalforholdets eksplosive dynamik, som Marx analyserede i sin vorden, har nu vist sig i sin fuldt udfoldede globale dynamisk, hvor dagens kapitalisme har bredt sig til alle områder i samfundet og alle dele af kloden. Debatten herom har dog i lang tid været præget af en række summariske og empirisk ufuldstændige antagelser om, hvad der er det unikt nye i dagens kapitalisme, ofte efterfulgt af en nærmest apriorisk afvisning af Marx' kritik som relevant for en kritisk forståelse af dagens kapitalisme. I modsætning til dette vil denne artikel undersøge om de modsætninger og problemer, som den nye kapitalisme skaber for lønarbejderne og se nærmere på om de med fordel kan analyseres ved at gå tilbage og videreudvikle de bidrag til analyse af det moderne lønarbejde under kapitalismen, som vi finder hos Marx og hermed bidrage til en systematisk samfundskritik af vilkårene for det moderne lønarbejde. Abstract: In the summary of the project as well as in the overall description for the SUCCESS project it is stated, that ‘benchmarking of past and ongoing collaborations’ serve as a tool to develop new and improved models of governance for large integrated projects. The reference to benchmarking as key tool to develop new models makes it necessary to have a closer look into the pro and cons for using this specific tool. A number of recent studies of science policy in Europe have taken a closer look into the system of benchmarking in this field. These studies, discussed later in this paper, have pointed to the fact that a reliable benchmarking exercise demand a strict data input very often impossible in science and innovation collaborations because of the very nature of these endeavours, the open and risky character of new knowledge as well as the unpredictable time. If we include the fact that collaborations all have their own history and do not represent some kind of representativeness of a science or R&D field but the opposite, are selected by pre-knowledge, a number of serious question to the use of a traditional benchmarking approach has been announced. What we can use from the benchmarking procedures is the idea of a systematic recording of knowledge of best practices analysed and interpreted by expert groups. Abstract: Organizations perform evaluations in order to demonstrate their trustworthiness to the outside world and to produce knowledge for use by the management of the organization. In the planning and application of specific evaluations in the organization, different participants or stakeholders very often disclose different, hidden or conflicting agendas. In recent years, the use of evaluations in organizations has grown rapidly and we have witnessed the rise of a new bureaucratic instrument in the realm of knowledge production in organizations, viz., internal evaluations. Such evaluations produce a set of data as part of the evaluation process and the long-term impact of this new systematically organised set of data on organizational activities are normally not taken seriously into consideration when the use of evaluations in organizations are discussed. Said differently, evaluations have become a major factor in the management of organizations, but the academic literature on internal evaluation very rarely discusses the impact of this instrument on the long term behaviour and activity of members of the organization. This lacuna in the literature persists despite the well known fact, established by numerous studies of organizational sociology, that people tend to adapt to external behavioural demands especially when related to power relations in the organization. keywords: research evaluation, governance, social control, publication counts. Abstract: A central issue in science policy today is the changing role and function of research evaluation. How is quality selected, has local organizational traditions and managerial practices influence on the research evaluation? Who is perceived as peers or evaluators by the researchers and by managers? Recent organizational theory has focused on organizational and social dimensions in private knowledge-based companies, but left out research organizations. How important is the organizational context for the research evaluation processes? The paper will present results from an interview-based study of four private and public research organizations and discuss the importance of the organizational context on the production of new knowledge. Abstract: The paper will address the role of the recent implementation of systems of research evaluation in universities. The role of classic quality control system, the peer review, is to produce the most trustworthy knowledge and at the same time function as a learning system in a peer-to-peer learning process based on the norms of science. Scientific work was and to a large degree still is organized as a craft guild with an apprenticeship kind of training function for young scientists, who tacitly have accepted the authoritative hierarchical system normally associated with organizations one or two centuries ago. Recent studies of knowledge creation and learning in organizational learning theory have demonstrated the complexity of the process of knowledge in organizations. But in the university the very accidental and random model for learning is still state of the art, leaving the important learning decisions in relation to knowledge and learning to the individual scientist and not to the organization, the research group or the university. These individualized and unorganized learning systems are at the same time confronted with a much more systematically organized system of research evaluation. The basic question is what will become of the classic internal and tacit modes of learning science by day to day training of young scientists, when new models of research evaluation introduces new forms of governance in universities as a response to policy demands. Abstract: Recent studies of the impact of science parks have questioned traditional assumption about the effect of the parks on innovation and economic growth. Most studies tend to measure the effect by rather traditional measures, revenue, survival of new firms, without taking into account, that knowledge has gained a growing importance in the new economy. If we shift focus to organization theory discussions on new knowledge and innovation has specialized in relation to the process of creation, managing, organizing, sharing, transferring etc. of knowledge. The evaluation of science parks has to relate to the changed role of knowledge in the creation of economic growth. With the help of the concept of the ba from Nonanka, the article discuss if or how traditional organized science parks can become central actors in the new knowledge production or has to be viewed as an outdated institution from the industrial society. Abstract: In this report the key findings of an extensive literature review and an empirical survey of collaboration projects within the fields of sustainable energy and climate change are presented. The main objectives of the report is 1) to develop an analytical framework of innovation systems and to identify important managerial and organisational challenges pertinent to collaboration projects linking actors from within the Triangle of Knowledge (Innovation, Education and Research) and 2) to report on major collaboration patterns and on the basis hereof identify the most important types of collaborations known by the partners of SUCCESS.
